Section Y10 Roundabouts
Construction Now Underway
Route 981, Section Y10 is now under construction, following the issuance of Notice to Proceed on November 24, 2025. Plum Contracting of Greenburg is the prime contractor. The Y10 project extends about 2.5 miles along Hill Churches Road/Bell Memorial Church Road (Route 2023), from the Bingham Road intersection in Mount Pleasant Township, northward to Route 981 at Airport Road in Unity Township, Westmoreland County.

Anticipated Construction Detour
There will be a temporary closure of Route 2023 applied at different locations south of Route 130 beginning DATE AND TIME TBD and lasting for a total of approximately 50 days. The anticipated construction detour utilizes Route 981 and Route 130. The detour will be in place in order for crews to complete the following work:
- Construction of sediment basins, other drainage improvements, and reconstruction and widening along Route 2023 (Hill Churches Road) near the intersections of Bingham Road and Route 130
Southbound Detour:
- Traveling southbound on Route 2023, turn right onto Route 130
- Continue straight onto Route 130
- Turn left onto Route 981
- Continue straight onto Route 981
- Take the third exit at the roundabout to continue onto Route 981
Northbound Detour:
- Traveling northbound on Route 981, take the second exit at the roundabout to continue onto Route 981
- Continue straight onto Route 981
- Turn right onto Route 130
- Continue straight onto Route 130
- Turn left to continue onto Route 2023
2026 Construction Activities
Major construction will begin in 2026 with work zones in several areas along the corridor. Planned activities include:
- Continued utility relocations
- Construction of sediment basins on Route 2023 south of Bingham Road and north of Route 130
Construction Phasing Overview
Construction will be divided into four primary phases. Timing of these phases by construction season will vary.
- Phase 2: Work within the Airport Industrial Park, Airport Road Roundabout, and north of Route 130 (Route 130 to Green Street)
- Phase 3: Northern tie-in (Airport Industrial Park and Airport Road Roundabout)
- Phase 4: New Route 981 alignment (Route 2023/Green Street to Airpark Industrial Park)
Anticipated Schedule
Preliminary Design: Complete
Final Design and Right-of-Way Acquisition: Complete
Construction: 2025 - 2029
All roadway improvements will be completed and open to traffic in 2029, with some phases overlapping to minimize disruptions. Detours will primarily utilize state routes.
- Three new roundabouts:
— Route 130 Roundabout
— Bell Memorial Church Road Roundabout
— Airport Road Roundabout
- New Route 981 alignment with improved curves and grades
- Widened lanes (12 ft) and shoulders (8ft)
- New drainage system with inlets, piping, box culverts, and stormwater basins
